Child Safeguarding and PSEAH Policy

Zero tolerance for abuse, exploitation and harassment — in every context where we operate.

Segmente / Firehall DOO is committed to operating with zero tolerance for any form of child abuse, exploitation, sexual harassment, or abuse of power. We uphold the inherent dignity and human rights of all individuals, with heightened protection measures for children (defined as any person under the age of 18) and vulnerable adults in all contexts where we operate, including conflict-affected and fragile regions.

1. Core Principles

Zero Tolerance: No form of child abuse, sexual abuse, exploitation, or harassment will be tolerated under any circumstances.

Do No Harm: All project activities, research, media production, and communications must prioritize the safety, dignity, and wellbeing of participants over project outputs.

Survivor-Centred Approach: Any reported concerns or incidents will be handled prioritizing the safety, physical and psychological wellbeing, confidentiality, and rights of the survivor.

Mandatory Compliance: Adherence to this policy is a condition of contract for all staff, consultants, and partner organizations.

2. Code of Conduct & Behavioural Standards

All personnel acting on behalf of Segmente / Firehall DOO must:

Respect Boundaries: We always maintain professional boundaries when interacting with children and community members.

Prohibit Abuse & Exploitation: Refrain from engaging in any form of sexual activity, physical abuse, emotional harm, exploitation, or degrading treatment of children or adults.

Prevent Abuse of Power: Never exchange money, employment, goods, or services for sexual favours or any form of humiliating or exploitative behaviour.

Child-Safe Media & Content Capture:

  • We will never photograph or film a child without written, informed consent from a parent or legal guardian, as well as assent from the child where age-appropriate.
  • Ensure that children are depicted with dignity, fully clothed, and not in vulnerable, suggestive, or identifiable situations that could compromise their security.
  • Never share, publish, or store identifiable media or personal data of children on unsecured or public channels.

3. Risk Management & Do No Harm

For every field engagement, research activity, or media production, Segmente integrates safeguarding risk assessments to:

  • Identify potential vulnerabilities or exposure risks for children and participants.
  • Establish safe, context-appropriate referral pathways to local protection, legal, and psychosocial support services where applicable.
  • Ensure operational security and privacy compliant with GDPR and data protection standards.

4. Reporting Mechanisms & Accountability

Mandatory Reporting: Any representative of Segmente who suspects, witnesses, or receives an allegation of child abuse, sexual exploitation, or harassment must report it immediately to the designated Safeguarding Focal Point.

Confidentiality: Reports will be treated with strict confidentiality, shared strictly on a need-to-know basis to protect all involved parties.

Protection Against Retaliation: Segmente strictly prohibits retaliation or discrimination against anyone who reports a safeguarding concern in good faith.

5. Governance & Institutional Enforcement

Failure to comply with this policy constitutes gross misconduct and will result in immediate disciplinary action, including contract termination, removal from project activities, and, where appropriate, referral to legal authorities or relevant international bodies.
